Is a Muslim's ghusl valid if he is in a state of janabah and stands in heavy rain, wearing his clothes, with the intention of performing ghusl?

If rain falls over the entire body with the intention of performing ghusl (definition), and the water reaches every part of the body without any barrier, such that it becomes as if one has immersed themselves in water, then this suffices according to the majority of scholars who do not consider rubbing (dalk) obligatory. However, if it is not in this manner, meaning the rain does not reach all parts of the body, then it is not sufficient, and one must wash the areas where one is not certain that the water flowed over them. Continuous successive washing (muwalat) is not obligatory in ghusl.
