What is the ruling on establishing Friday prayer in the university's prayer hall, given the presence of a nearby mosque, in order to save time and be able to attend lectures?

If going to the nearby mosque does not affect your studies, then you are obligated to perform Jumu'ah prayer there, because holding it in more than one mosque is not permissible except out of necessity. However, if your absence from lectures leads to the loss of your academic year, then it is permissible to perform Jumu'ah prayer in the room. It is not permissible to resort to trickery to avoid paying the train fare.
