It is impermissible for a woman to shake hands with a non-mahram man. A woman's speech with non-mahrams is permissible if there is a need and no suspicion is aroused. The fatwa states that it is impermissible for a woman to uncover her face in front of them. As for a woman's attire in front of non-mahrams, it must be modest and not attention-grabbing.

If the mother is elderly, there is no harm in looking at what is usually uncovered for her. Some scholars have permitted shaking hands with an elderly woman who is not desired. However, if she is young, she must be prohibited from shaking hands with non-mahrams and ordered to wear modest clothing. This command should be given gently and courteously, without harshness or severity in speech.
