What is the ruling regarding someone who went to perform Umrah on the 27th of Ramadan but was unable to complete the Tawaf and Sa'i due to extreme crowding, knowing that he stipulated a condition before leaving home?

Whoever enters into the state of ihram (definition) for Hajj or Umrah (definition) must complete them, based on the Almighty's saying: "And complete the Hajj and Umrah for Allah." Crowding is not a form of circumscription (ihsar) that permits exiting the state of ihram. Rather, the pilgrim in ihram must continue in their state of ihram, refrain from its prohibitions, and proceed to the Haram (definition) to perform the rituals. Stipulation is only valid at the time of entering ihram. Furthermore, crowding is a common occurrence, and it is not permissible to exit the state of ihram due to it, even if a stipulation was made.
