Is it permissible for a mother to give her unemployed and unmarried daughters from her Zakat money, if their father is well-off but refuses to spend on them except for food?

There is no objection to a mother paying her Zakat on wealth to her daughters if they are eligible for Zakat, because the daughter's maintenance is not obligatory upon the mother when the father is present and affluent.
