The Prophet, peace and blessings be upon him, granted concessions to those with valid excuses – such as shepherds and water-carriers – regarding the stoning of the Jamarat. They were permitted to stone on the Day of Sacrifice (Yawm an-Nahr) and delay the stoning of Yawm al-Qarr (the eleventh day) until the twelfth day. On the twelfth day, they would stone it after Zawal (midday) along with the stoning of their own day, and then depart if they wished to hasten, or delay it until the thirteenth day. This is the view of the majority of scholars. Abu Hanifa, in one narration, held the view that it is permissible before Zawal and after Fajr. However, as for presenting the stoning of a day to an earlier day, it is not permissible except for a specific excuse, where some scholars have permitted it, while others deem it impermissible.

As for appointing a leader (emir) during travel, it is legislated based on the Ahadith that encourage appointing one of them as leader if they are three or more. Obedience to this leader is restricted to what is good and lawful, for there is no obedience to a creature in disobedience to the Creator. Therefore, there is no blame on one who disobeys the emir of the group during Hajj if he commands them to perform the stoning before its appointed time, because it is an order to violate the Shari'ah. His action of delaying it until the twelfth day and stoning after Zawal is in accordance with the Sunnah.
