What is the ruling on using applications that allow circumvention of internet packages designated for social media, to enable access to any other website?

It is not permissible to use applications as a means to benefit from an internet package that has not been subscribed to and authorized by the company, because this constitutes an infringement on the company's rights, which are protected by Sharia. The Prophet, peace and blessings be upon him, said: "The property of a Muslim is not lawful except with his willing consent."
