What are the texts of the Maliki fatwas from the Iraqi school that indicate that سلس (incontinence) and what is discharged in an irregular manner does not nullify ablution at all, and that performing ablution for it is recommended and desirable unless the سلس (incontinence) is continuous throughout all times?

The Maliki school of thought regarding Salas (incontinence) or perpetual ritual impurity has a detailed distinction between the Iraqis and the Maghrebis.

The Iraqis hold that Salas does not nullify ablution (Wudu') whatsoever, and performing Wudu' is recommended if the incontinence is not constant throughout the entire time.

As for the Maghrebis, they are of the opinion that if the impurity is constant for half the time or more, it does not nullify ablution and is only recommended (to perform Wudu'). However, if it is constant for less than half the time, then ablution is nullified by it. The "time" referred to here is the prescribed legal time, from Zawwal (declination of the sun, signaling the start of Dhuhr prayer) until sunrise.
