Is it permissible to insure a car—which is legally mandated—with interest-bearing benefits?

If the intention is for the insured to pay the insurance premium from usurious gains he possesses, then this is impermissible. This is because the disposal of these gains is for the general welfare of Muslims, or to be given to the poor and needy. It is not permissible for the possessor to spend it for his own benefit, unless he is poor and in need, in which case he may take from it according to his necessity. However, if the question pertains to the ruling on compulsory car insurance, commercial insurance is impermissible except for someone who is compelled.
