Is it Islamically permissible to buy a car in installments without interest, while being obligated to insure the car and life?

Selling by installments is permissible, provided it is free from Sharia prohibitions, such as late payment penalties and the condition of life insurance or commercial car insurance. These prohibitions do not allow entering into an installment sale contract.
