Is it permissible to shorten the prayer (qasr) in Ramadan when the nature of the work is unstable and the duration of stay or travel is unknown?

Shortening prayers (qasr) is a travel concession unrelated to Ramadan. The distance for it is 83 km or more, provided that the traveler does not intend to stay for more than three days. Scholars differed concerning a traveler who did not intend to reside but whose stay prolonged due to waiting for a need: The majority held that he shortens the prayer even if he stays for years, and this is the most preponderant opinion. The Shafi'is held that he shortens until eighteen days. There is also a narration from Imam Malik that he performs the full prayer. The most preponderant opinion is that of the majority, and the practice of the Pious Predecessors (Salaf) indicates this.
