What is the ruling on a father repeatedly marrying divorced or adulterous women secretly under the pretext of guiding them, knowing that one of his current wives is already married and her husband is imprisoned? And is it permissible to report this marriage to the police?

Marriage has conditions without which it is invalid, and impediments with which it is invalid. Among these conditions are the approval of the woman's guardian. The announcement of the marriage is not a condition for its validity, but rather one of its recommended acts. Among the impediments is that the woman be in her waiting period ('iddah) or still married to another husband. The mere imprisonment of the husband does not necessitate annulment or divorce. Therefore, it is not permissible to marry the woman unless there is a voluntary divorce or a judicial annulment, and her 'iddah has ended. The reprehensible act committed by the father must be changed verbally, through advice and admonition with wisdom and gentleness. If he insists, Al-Ghazali held the view that it is permissible to change it physically to the necessary extent, provided it does not lead to a greater harm or cause harm to the children. However, referring the matter to the police is not permissible if it results in harm or physical punishment for the father.
