What are the forms of marriage that a ruler permits in the Shafi'i, Hanafi, Maliki, Hanbali, and Zahiri schools of thought?

The ruler arranges the marriage of a woman who has no guardian at all. However, if she has a guardian, the ruler takes charge of her marriage in three cases where scholars have differed: the absence of the close guardian, the guardian's disappearance, or the guardian's obstruction (preventing her from marrying). Some scholars believe that guardianship transfers to the more distant guardian, while others believe it transfers to the ruler.
