Is it permissible for the reciter of the verse (The Day they come forth, nothing concerning them will be concealed from Allah. “To whom belongs [all] sovereignty this Day?” To Allah, the One, the Irresistible!) to recite it as “To whom belongs [all] sovereignty this Day?… Sovereignty this Day belongs to Allah, the One, the Irresistible”?

Waqf (stopping) and Ibtida’ (resuming) are among the fundamental sciences of the Quran for understanding meanings. They are based on the sciences of Tafsir (definition) (exegesis), Nahw (grammar), and Qira’at (recitations). It is permissible to stop at the question in His, the Almighty’s, saying: (Whose is the dominion this Day?), because it completes the question. As for resuming with the saying: (The dominion this Day is Allah’s, the One, the Irresistible) it is not good, because it contradicts the requirement of eloquence and disrupts the Quranic structure, as it is not permissible to assign two grammatical functions to a single word simultaneously.
