Is it permissible to marry or become engaged to a non-observant girl, provided that adherence to the Shar'i dress code is stipulated during the engagement period? And are there any books, websites, or fatwas related to the permissibility and prohibitions of engagement and the boundaries set by Allah?

It is permissible to marry a Muslim woman who is not committed to religious practices, provided that her lack of commitment does not pertain to her honor and chastity. The husband must obligate her to wear the legal hijab (definition) and prevent her from displaying her adornments, as he is responsible for her before Allah. We advise choosing a religiously devout wife, based on the Prophet Muhammad's (peace be upon him) saying: "A woman is married for four reasons: for her wealth, for her lineage, for her beauty, and for her religion. So, choose the religious woman, and you will prosper." However, if her lack of commitment affects her chastity and purity, it is not permissible to marry her before her repentance, based on Allah's saying: "The adulterer does not marry except an adulteress or a polytheist, and that has been forbidden to the believers."
