What is the Sharia ruling on the marriage of a non-tribal young man to a tribal girl, given that her father refuses due to his lineage, despite the young man's religiosity and the positive indications from Salatul-Istikhara and visions supporting the marriage?

The guardian of a girl should not prevent her from marrying someone she desires if he is suitable, religious, and of good character, because the Prophet, peace and blessings be upon him, said: "If someone whose religion and character you approve comes to you seeking marriage, then marry him. If you do not do so, there will be tribulation on earth and widespread corruption." If the guardian prevents her, he is unjust, and she may raise her matter to the ruler. If marriage is not facilitated, then seek someone else who is religious and of good character, and know that goodness lies in what Allah facilitates. Rely on Allah by performing istikhara, for Allah knows what is best for you. As for visions and dreams, they may provide comfort, but fundamental matters should not be built upon them.
