How can one marry a Saudi woman whom he loves and with whom he has committed adultery several times, knowing that she is an adult, but her family refuses their marriage, and he is not Saudi?

Adultery is a grave sin, and both the male and female adulterers must repent sincerely. It is not permissible for a man to marry a woman with whom he has committed adultery unless both of them have repented. Marriage requires the permission of the woman's guardian (wali). The father's guardianship does not fall away unless he is not of sound mind; otherwise, it transfers to her brothers. If the guardian withholds permission unjustly (عضل), the judge may act as her guardian for marriage. If marriage is not feasible, the man should sever his relationship with the woman and avoid temptation. Love can be cured.
