Is donating the price of the Udhiyah to the poor people of the country better than offering the Udhiyah?

Slaughtering the sacrificial animal is superior to donating its value, because it was the action of the Prophet (peace be upon him) and the Muslims, and it is among the rituals of Allah. If donating [the value] were better, the Prophet (peace be upon him) would have clarified it. Indeed, people suffered from a famine during his time (peace be upon him), so he commanded the distribution of the meat of the sacrificial animals, which indicates the virtue of slaughtering. Ibn Al-Qayyim mentioned that slaughtering in its proper place is better than giving its value as charity.
