Is it permissible to combine and shorten prayers when traveling a distance of 25-30 kilometers for recreational activities, family visits, visiting the sick, or offering condolences?

The majority of scholars hold that the distance for travel that permits concessions must be four burd (approximately 83 km). Accordingly, it is not permissible to shorten or combine prayers when going out for a 25 km picnic, or to visit family, a sick person, or for condolences 30 km away. Rather, the four-unit prayer must be performed in full. Some scholars, like Ibn Taymiyyah, favor the permissibility of shortening and combining prayers if the outing is considered travel by custom.
