What is the ruling on one who facilitates a governmental transaction that is unlawful in exchange for working as an agent for someone and receiving a salary for that?

It is not permissible to facilitate transactions that violate regulations established for the public interest. The prohibition becomes even more severe if the employee is in a government agency facilitating a transaction that violates regulations in exchange for working for the transaction's owner, due to the betrayal of trust, acceptance of bribes, and violation of regulations involved.
