Is inquiring of a public figure's business manager about an interview appointment, while persistently supplicating, considered a sign of despair concerning the supplication's answer, or a pursuit thereof?

Corresponding with or contacting an official for a need is not considered despair or impatience; rather, it is a lawful means of taking action. The prohibited despair or impatience is lamenting and abandoning supplication, as the Prophet (peace be upon him) said: "The supplication of any one of you will be answered as long as he does not pray for a sin or for the severance of ties of kinship, and as long as he does not become impatient." It was said: "O Messenger of Allah, what is impatience?" He said: "It is when one says: 'I prayed and I prayed, but I do not see that it has been answered,' and thereupon he becomes despondent and abandons supplication."
