Allah Almighty has forbidden intoxicants, which are anything that covers the intellect, whether solid or liquid. The Messenger of Allah, peace and blessings be upon him, cursed ten categories of people related to intoxicants. Narcotics are more harmful and destructive than intoxicants. Therefore, the Council of Senior Scholars has intensified the punishment for their smugglers and dealers: the punishment for the smuggler is execution, and the punishment for the dealer is a severe discretionary punishment (ta'zir) involving imprisonment, flogging, or a fine. If he repeats the offense, he shall be punished with whatever eliminates his evil from society, even if it be execution. The necessary evidentiary procedures must be completed and the punishments announced before execution.
