Is it permissible to marry a foreign woman for the purpose of legal residence in a foreign country?

It is not permissible to establish a relationship between a man and a non-mahram (definition) woman, due to the potential for falling into forbidden acts. Marriage is a solemn covenant that should not be trifled with, nor should it be used as a means to worldly ends such as residency or citizenship. If a fictitious contract is concluded with valid conditions, its legal effects will ensue, along with sin. Otherwise, those effects will not ensue. The Permanent Committee has issued a fatwa (definition) prohibiting fictitious marriages for the purpose of obtaining residency. The solution to this is a lawful marriage to a righteous Muslim woman who has acquired citizenship.
