Is it permissible to marry a non-Muslim woman solely for the purpose of obtaining residency and a passport?

If the woman is someone whom it is permissible to marry, there is no objection to a man marrying her to obtain residency, based on the Prophet’s (peace be upon him) saying: “A woman is married for four reasons…” and he mentioned wealth. It is stipulated that his intention should not be to divorce her after obtaining residency.
