Is it permissible to buy and sell cattle that have been abandoned and multiplied in the mountains after their owners migrated due to terrorism?

It is forbidden to hunt stray cattle whose lack of ownership is agreed upon. They must be returned to their owners or their value guaranteed, or they may be left like camels if they are in a safe place. They are considered a 'luqatah' (found property) if there is a fear of them getting lost. If the ownership of cattle and their offspring becomes mixed and indistinguishable, the prescribed course of action is reconciliation and division justly, according to each one's share of ownership, with each party absolving the other. This is known as "reconciliation for the unknown with the known."
