The interest (riba) funds should be spent on public welfare, the poor, and the needy. If the owner of these funds or their family are poor, they are permitted to take from it according to their needs, just like other poor people. Al-Ghazali, Al-Nawawi, and Ibn Taymiyyah permitted a poor person to take from ill-gotten wealth according to their need, because it is not permissible to destroy such wealth. It is preferable for the poor person to take this money as a loan to repay a similar amount if they are able to do so.
