Is it permissible to say: "Indeed, all of Allah Almighty's decrees are good"?

All of Allah's decrees are good, as the Prophet, peace and blessings be upon him, said: "All good is in Your Hands, and evil is not attributed to You." Thus, evil is not in Allah's action, but in its effects. What afflicts a servant may be good for him or evil, as in His, the Almighty's, saying: "And let not those who hoard what Allah has given them of His bounty think that it is good for them. Rather, it is evil for them," and His, the Glorified's, saying: "And perhaps you love a thing and it is bad for you."
