Is the falling out of eyebrow hair during washing the face or rubbing it considered plucking, whether intentionally or unintentionally?

If the falling of eyebrow hair is unintentional, there is no sin in it, based on the words of the Almighty: "And there is no blame upon you for that in which you have erred, but [only for] what your hearts intended." However, if the falling is intentional, it is forbidden, because it falls under the meaning of an-nams (plucking) which the Messenger of Allah, peace and blessings be upon him, prohibited with his words: "Allah has cursed the women who tattoo and those who have themselves tattooed, and the women who pluck eyebrows (an-namisah) and those who have their eyebrows plucked (al-mutanammisah), and those who make spaces between their teeth for beauty, altering the creation of Allah."
