Is the elder considered sinful if he does not reach out to his younger kin?

Maintaining kinship ties is obligatory, and severing them is forbidden and a major sin. This ruling applies generally to all kin of those who are accountable. Therefore, a Muslim who is accountable must maintain ties with their kin, even if they are younger than them, because their younger age has no bearing on the Sharia ruling.
