Peace be upon you. Is it permissible to pray in congregation with tayammum?

Scholars have explicitly stated the permissibility of an Imam who has performed tayammum (definition), citing the action of Amr ibn al-'As (may Allah be pleased with him) in the Battle of Dhat al-Salasil, where he led his companions in prayer after performing tayammum, and the Prophet (peace and blessings of Allah be upon him) approved of it. This hadith (definition) was narrated by Ahmad, Abu Dawud, and others. It is a condition that the tayammum performed by the individual be legislated for him; if a person's ruling is to perform wudu', then tayammum is not valid for him, and his prayer is invalid if he performs it.
