May one who performs tayammum lead those who have performed wudu' in prayer?

It is permissible for someone performing tayammum to lead those who have performed wudu’ in prayer, and for someone who has performed wudu’ to lead those who have performed tayammum. Similarly, it is permissible for someone who has performed masah (wiping over footwear) to lead those who have performed ghusl (washing the feet), and for someone who has performed ghusl to lead those who have performed masah. This is because each has fulfilled their obligation, and none is purer than the other. The Messenger of Allah (peace be upon him) commanded that the one who recites the Quran best should lead them in prayer. This is the view of Abu Hanifa, Abu Yusuf, Zufar, Sufyan, Al-Shafi’i, Dawud, Ahmad, Ishaq, and Abu Thawr. It is also reported from Ibn Abbas, Ammar ibn Yasir, and a group of the Companions, and it is the view of Sa’id ibn al-Musayyab, Al-Hasan, Ata, Al-Zuhri, and Hammad ibn Abi Sulayman.

Conversely, prohibition has been reported from Ali ibn Abi Talib, Rabi’a, Muhammad ibn al-Hasan, and Al-Hasan ibn Hayy. Malik and Ubaydullah ibn al-Hasan disliked it. Al-Awza’i said: He should not lead them unless he is an amir (ruler). However, the prohibition or dislike of this is not supported by any evidence from the Quran, Sunnah, Ijma’ (consensus), or Qiyas (analogical reasoning).
