What is the ruling on a husband accusing his wife of not being a virgin because there was no bleeding, and is his statement to her, "I have concealed your matter because I am not certain of your virginity," considered an accusation of unchastity (qadhf)?

The absence of bleeding during marriage does not indicate the absence of the hymen. A woman's virginity should not be judged as absent based on this, and she should not be accused of adultery without legitimate Sharia conditions. As for the husband's statement: "I have covered for you due to my uncertainty about your virginity," this is not considered an accusation of slander (qadhf) unless local custom deems it so. Most likely, he means to cover up her non-virginity. The husband is advised to retain his wife as long as she is good in companionship and adheres to her religion, and to avoid words that hurt feelings.
