What is the amount of money that must be paid to feed ten needy persons as an expiation (kaffarah) in Iraq, knowing that the local prices for rice, sugar, and flour are one thousand dinars, and that the questioner is well-off and wants to give from the average of what he eats?

The first is to give the expiation from the staple food of the country, such as rice or wheat. It should not be given from sugar, as it is not typically a staple food. The majority of scholars hold that paying the value in money instead of food is not sufficient, while the Hanafis and Al-Awza'i consider it sufficient. Ibn Taymiyyah permitted it if there was an overriding benefit for the poor. For whoever wishes to follow the opinion that permits giving the value, let him consider the value of 750 grams of medium-quality rice, multiply it by ten, and then give that amount.
