Can I donate from my father's money to fulfill 60 charities?

The father's wealth is not permissible (to be used) without his permission. If he gifts it to his child, then the child may give it in charity. Or if he permits him to give it in charity, then he may give it in charity. Otherwise, it is not permissible for the child to give anything from his father's wealth in charity, due to the Prophet's (peace be upon him) saying: "Every Muslim's blood, wealth, and honor are sacred to another Muslim."
