The best approach is to use tissues to wipe away the impurity of urine, then wash with water. However, it is sufficient to use water only. Wiping with tissues is also permissible if the impurity does not spread beyond its usual place, meaning it does not cover most or half or more of the glans. Scholars have differed on this point. If urine or feces spread extensively, for instance, exceeding the usual amount, or covering all or most of the glans, or half or more of the inner buttock, then water becomes obligatory.
