Should the Sunnah prayers of Fajr and Maghrib be made up if their time has passed?

It is recommended to make up the Fajr and Maghrib supererogatory prayers, and other supererogatory prayers, whether along with making up the missed obligatory prayer to which they are related or not. There is no opinion that it is obligatory to make up supererogatory prayers when making up obligatory prayers, because the supererogatory prayer is not obligatory to perform, so how could it be obligatory to make up?
