"Whoever is required to perform ghusl cannot substitute it with tayammum unless they are unable to use water or water is unavailable. In such a case, tayammum becomes a substitute for ghusl, allowing the Muslim to pray, touch the Qur'an, and so forth. The proof for this is the saying of the Prophet, peace and blessings be upon him: 'Indeed, pure earth is the purification for the Muslim, even if he does not find water for ten years. But if he finds water, he should let it touch his skin, for that is better.'"
