Whoever commits indecency before puberty is not sinful because he is not held accountable, and therefore does not fall under the description of aggression mentioned in the verses: "And those who guard their private parts. Except from their wives or those their right hands possess, for indeed, they are not to be blamed – But whoever seeks beyond that, then those are the transgressors." Thus, legally, he does not cease to be considered among those who guard their private parts.
