Does the Almighty’s saying, "And those who guard their private parts," apply to one who committed a major sin while young (before puberty)?

Whoever commits indecency before puberty is not sinful because he is not held accountable, and therefore does not fall under the description of aggression mentioned in the verses: "And those who guard their private parts. Except from their wives or those their right hands possess, for indeed, they are not to be blamed – But whoever seeks beyond that, then those are the transgressors." Thus, legally, he does not cease to be considered among those who guard their private parts.
