The difference between drawing lots (al-Qur'ah) and divining with arrows (al-Istiqsam bi'l-Azlam) is that drawing lots is for distinguishing rights and assigning them to their rightful owners, and it is legislated. As for divining with arrows, it is a pre-Islamic form of seeking guidance to know good from evil or to know the unseen. The Sharia (definition) has forbidden it, and the Quran has counted it among the work of Satan. It consists of arrows, on one of which is written "do," on another "do not do," and the third is blank.
