If lots are used to determine the better of two matters, this resembles the forbidden practice of drawing lots (istiqsam bil-azlam) that the pre-Islamic people of ignorance used to do. Drawing lots (qur’ah) is only permissible for distinguishing rights, resolving disputes, or clarifying ambiguities. It is not for knowing the unseen or choosing what the servant does not know. The correct way, Islamically, is to choose one of the two matters based on which is more likely to be beneficial, and then perform the Istikhara prayer.
