Why has it not rained?

Rain is a blessing from Allah, and its increase or decrease is linked to various causes, including:

1. Sins and acts of disobedience, as stated in the Almighty's words: "And if only the people of the cities had believed and feared Allah, We would have opened upon them blessings from the heaven and the earth; but they denied [the messengers], so We seized them for what they used to earn."

2. Withholding zakat, as mentioned in the Hadith: "And they do not withhold the zakat of their wealth except that they are withheld rain from the sky, and were it not for the animals, they would not be given rain."
