Is it permissible for a female student who has skin pigmentation on her face, which has caused her a severe psychological state and suicide attempts, to stop studying at the college despite her mother's and brother's refusal?

Some people think that health, well-being, wealth, and security are permanent, and that they are safe from affliction, while prophets and the righteous were tested with the severest forms of trials. One should expect कमी (deficiency/loss) and affliction, and not be deceived by this worldly life. Allah the Almighty says: (As for man, when his Lord tries him and honors him and bestows His favors on him, then he says: My Lord has honored me. But when He tries him and restricts his means of subsistence for him, then he says: My Lord has disgraced me). Remember the state of those who are afflicted more severely, for calamities are a reminder for us to accumulate good deeds and draw closer to Allah. Life is an opportunity, and the Ummah is in need of our achievements, so we must work diligently and overcome obstacles, for everything short of hellfire and the wrath of the Almighty is bearable.
