Upon whom is Zakat al-Fitr obligatory?

Zakat al-Fitr is obligatory for every Muslim who possesses wealth exceeding his needs and the needs of his dependents for the day and night of Eid. He must pay it on behalf of himself and those whose maintenance is his responsibility, such as his parents, wife, and children. Its measure is one Sa' of dates or barley, approximately two and a half kilograms, and it is to be paid before the Eid prayer.
