The answer

Zakat al-Fitr is obligatory upon the able Muslim who possesses more than his needs and the needs of his dependents for the day and night of Eid. It is one sa' of food. As for whoever does not find more than his sufficiency, it is not obligatory upon him, because Allah does not burden a soul beyond its capacity. It is to be given for each individual one supports, one sa', and it is best to give it to the poor before the Eid prayer, and it is not permissible to delay it.
