What is the ruling of Islamic law on establishing a cafeteria project or a tourist resort in Hurghada, knowing that in the latter, alcohol might be consumed by tourists, not sold?

The ruling on establishing a cafeteria or a boat (for commercial purposes) depends on what is served therein. If it is limited to permissible items like tea, juice, and lawful food, then it is permissible. However, if it includes prohibited items such as shisha (hookah) and alcohol, then its establishment is unlawful. It is obligatory not to allow anyone to drink alcohol on the boat, whether the drinker is a Muslim or a non-Muslim, because allowing it constitutes abandoning the duty of enjoining good and forbidding evil.
