What is the ruling on renting a cafeteria in a casino designated for shisha and tea sessions, for selling food?

It is impermissible to rent a place to serve food and drink in a location where shisha is consumed, because smoking shisha is forbidden and detrimental to health and wealth. A Muslim must abandon places of disobedience and not contribute to keeping their occupants there. Allah Almighty says: (And He has already revealed to you in the Book that when you hear the verses of Allah being denied and ridiculed, do not sit with them until they enter into another conversation. Indeed, in that case, you would be like them). And whoever abandons something for the sake of Allah, Allah will compensate him with something better, and sustenance is not attained through disobedience.
