What is the way to solve the problem of an Iraqi woman holding Dutch citizenship, who was divorced by her husband with a non-Islamic divorce in Amsterdam, and he is financially extorting her so that he may marry her?

Love for a foreign woman is not described as pure. Divorce occurs as soon as the husband utters it or intends and enacts it upon his wife without compulsion, whether in the presence of witnesses, in court, or outside of it. If the husband divorces her once or twice, he may take her back as long as she is within her iddah (definition) (waiting period). However, if he divorces her three times, she becomes irrevocably separated from him. It is not permissible for the husband to take anything from her without right. Allah Almighty says: "And if you want to replace a wife with another and you have given one of them a [huge] amount of gold, do not take [back] from it anything. Would you take it in injustice and clear sin? And how could you take it while you have gone in unto each other and they have taken from you a solemn covenant?" [An-Nisa: 20-21]. It is not permissible to propose to a woman or openly express it to her while she is in her husband's iddah. Once she has completed her iddah, it is permissible to propose to her and marry her. The only way for love between a man and a foreign woman in Islam is through marriage. After marriage, meetings, conversations, and everything permissible between spouses become lawful. However, before marriage, privacy (khalwah) and conversation without a legitimate need recognized by Sharia (definition) are not permissible. It is advisable to refer to local Islamic centers to resolve marital issues.
