Is shunning a daughter who beats and verbally abuses her father—and also verbally abused me—considered severing ties of kinship, especially since the father requested that she be shunned? And what action should be taken regarding the stepmother’s threat to him with a cleaver, and his refusal to move in with us; can he be forced to do so?

Kindness to parents is obligatory, especially in their old age. It is permissible to cut off a disobedient sister who curses her mother, as a form of deterrence through ostracism, after advising her and explaining the reason for the cutoff. If she repents, then good; otherwise, she should be boycotted out of anger for Allah, to denounce her wrongdoing, and in obedience to the father. Forcing a father to move is not recommended unless there is a fear of significant harm that he cannot avert himself, and this should be done by informing the authorities. However, taking him by force is not permissible as long as he is of sound mind. The preferred approach is to try to persuade him and gain his consent to move voluntarily.
