Is it obligatory for a girl at the age of 11 or 12 to wear the hijab like an adult, or is it permissible to gradually introduce her to the hijab to encourage her to wear it? And if gradual introduction is not permissible, is it obligatory to force her to wear the hijab if she does not accept it?

When a girl reaches puberty, she is obligated to cover her body from non-mahram men, and her guardian must enjoin her to wear the hijab. If enjoining her suddenly would alienate her from the religion, then it is permissible to gradually introduce it to her until it becomes easy for her to act according to the Sharia. However, if she has not yet reached menstruation, some scholars have equated her with a post-pubescent girl in ruling, while others have held that enjoining her to wear the hijab is not obligatory, but she should be trained and accustomed to it from a young age. The Permanent Committee has issued a fatwa stating the obligation of enjoining a girl to wear the hijab upon reaching puberty, and training her in it before puberty.
