Is it permissible to marry the sister of a girl who was nursed by my mother with insufficient suckling?

It is permissible to marry the daughter of a maternal aunt who was not suckled by the questioner's mother. The same applies to her older sister, as she was only suckled once with no milk. The suckling that prohibits marriage consists of five satisfying sucklings. The proof for this is the hadith of Aisha (may Allah be pleased with her): "Among what was revealed in the Qur'an were ten known sucklings that make marriage unlawful. Then these were abrogated by five known [sucklings]. When the Messenger of Allah (peace and blessings be upon him) passed away, these were among what was recited from the Qur'an."
